L'effet de Retour est Spell Speed 1 non ? Donc pourquoi je peux chainer un effet Spell Speed 1 à un effet Spell Speed 2 comme celui d'Infinity ?
The effect to prevent destruction of a Dragon(s) is an "unclassified" type of effect, which means it behaves like a continuous effect, and does not use the chain.
Therefore, the spell speed (and thus the type of card) of "Return of the Dragon Lords" is irrelevant. Indeed, the card was designed with exactly this scenario in mind – preventing the destruction of dragons by "battle or card effect".
No normal spell card can ever be activated at the correct timing to interrupt the destruction it is trying to prevent, hence although the card itself cannot be activated at that time, its "unclassified effect" can be applied (note: applied, not "activated") in order to… do exactly what it says on the card.
So, there is no "spell speed" restriction on when this card's second effect can be applied.
As for whether the player was "being an idiot" or not, that's not the purpose of this forum. However, depending on the state of the game, it may have been a better play to allow BEWD to be destroyed by Raigeki, saving the effect of RotDL for later: for instance, if BEWD was the only monster on the field, and the player had Keeper of the Shrine in the graveyard, he might want to save the effect for when he had more on the field, perhaps to save multiple monsters, including effect monster(s) from something like Torrential Tribute or Mirror Force, for example.
